Not sure if it needs new batteries or not. The dress flashes/blink for about 15-20 seconds then stops. It is new. There is NO head piece. So maybe just for dress up. Please message me with any questions. Not functioning, right! I have not changed batteries! Please only purchase this knowing that lights don't work normally. I say poor condition because I'm not sure about the functioning of the lights.
